Where they stand

School quality: Howell wants Norfolk Public Schools to become the gold standard for public education in the region and eventually across Virginia.

Communication: Howell supports earlier, clearer, and more direct communication between the School Board and families, educators, students, and the broader community, including town halls before major decisions are finalized.

Transparency: Howell believes transparency requires ensuring that people affected by school decisions know what is happening and have a voice in the process.
